Saint Louis County Personal Property Tax Links

When living in Saint Louis, Missouri you pay for the priviledge.  You pay a 1% income tax.  You also pay a personal property tax every year. It is not cheap supporting all this corruption you know!  

I am filing my "return" today.  Not sure why it is called a return as they do not return anything.  They send you a form that lists the property including cars they think you own and ask you to add anything else you might now own.  You have to file by April 1 or they assess you a late fee.  As all I own is a car mine is rather simple.   I am also including a change of address form.  I have already faxed this form to them on 2.10.2014 but just to be sure I am including with my return also.  I hope this is enough to prevent them from sending another bill after this last one arrives early next year in January 2015.

I called in to see if the SSN was absolutely necessary.  The lady advise me that it was not and that they need the SSN only when you are new to the city.

Because of all this it is probably recommended to mail in my license plates. Otherwise these government lifers will probably keep billing me ad infinitum.

To prevent unlawful use of your unexpired plates, you may destroy and recycle them where you are, or you may return them to any Missouri license office to be destroyed and recycled.

If you happen to receive a renewal notice for those plates, you may simply disregard the notice.
Unfortunately, Missouri statute does not authorize a refund of registration fees for unexpired plates

  1. safety / smog inspection: airbag light is not included in this.  Must have 100 miles on car after a "check engine" light before you can pass this test
  2. To register you must show receipt of payment of property taxes for the car ( or are they using as an enforcement mechanism for ALL property taxes?).  In case of 2 year you have to show for both years.  I went to main building at Tucker and Market / Clark so I could visit the tax office first.  Oh Joy.  They hold a non stop Tai Chi class there.  They are a slow moving bunch.
  3. After getting the tax receipts go to room 111 in the same building.

As much fun as a trip to the DMV.  Because it was a trip to the DMV.  Oh joy.

14) What should I do when I sell my car?

Remove the license plate and keep it for use on another vehicle. If you do not transfer that plate to another vehicle within 30 days, you must surrender the plate to an MVD or Third Party office, or submit an affidavit of plate destruction (Plate Notice, form #48-3302).

As the seller, you must sign off the back of the title (have your signature notarized) and give the title to the buyer. Complete a Sold Notice online, or fill in the back of the vehicle registration and mail it to the address indicated on the form.

  • The following story may have had some minor details altered to make the parties involved unidentifiable to state authorities.
  • The following is the best representation of the story I could put together without asking many questions.  The most important take away points about state health authorities and the extortion they perpetrated are clear and unequivocal.

I went to visit a couple that I met a few years ago.  I had not seen them in the past 6 years and they had 3 children now.  The first birth was a set of fraternal twins.   These twins were born premature at 25 weeks with their birth weight equal to 1.5 lbs.  As a consequence they were kept in the neonatal intensive care ward.  As this couple was on hard times due to the recession this all occurred in the county hospital that is state and / or federally funded.  Fast forward 1 year after their birth and the girl twin is having trouble breathing so they take her to the hospital. An X ray is done and the student doctor says "no problems" you can take her home.  Then as her breathing difficulties get worse they realize they must go back to the hospital.  This time when the attending witch doctor looks at the X ray they detect that one of the girl's rib has been broken and heeled.  The break was on her back towards the spine.  Many times this is associated with a baby that has been shaken.   Thus a report was filed by the hospital with CPS.

Video: The Spanish Civil War

This series of shows were recorded on or before 1983.  They include many interviews with survivors on both sides of the Spanish civil war.

This is a fascinating study in how humanity lurches forward, resists change, grasps on to desperate ideas and is willing to kill each other in the process.   Spain was has a functional monarchy until the early 1930's.  When it tried moving forward to a republican form of government it wobbled and failed after a span of about 5 years.   Many people were more comfortable with the old order while some wanted to try radically new ideas.  Some of those ideas were stupid like communism and eliminating money in favor of a revolutionary council handing out chits.   Those thinking crazy thoughts can somewhat be forgiven because the monarchy had held on so long that the change hit Spain like an earthquake that had built up stresses over centuries.  On the other hand they invited war by trying to change too much at one time.  That is bound to upset someone and one has to consider this because lives are held in the balance.  Unstable stupid people do unstable stupid things like kill 500 people at a go with just the word of one person.

 So what resulted?  The forty years of the Franco dictatorship.  Hardly the progress the so called progressives wanted to accomplish.  It is adequate proof to me that true revolutions happen peacefully through people changing themselves and others.  That unfortunately that things change slowly.   And for libertarians like me I see the poor anarchists reject joining government only to learn the lesson that game theory teaches so clearly.  It only pays to be cooperative when your counter party is cooperative.  Otherwise it pays to be uncooperative.  The communists entered the government and solicited help from Soviet Russia.  They ended up pushing out the anarchists.  Quite an object lesson is what is to be overcome to institute true freedom with libertarian ideals.  This history may have bearing on the future for the next step forward in government is its near total elimination.  There will be resistance to this and I expect there will be some wars too.   People, including the peasants, are resistant to change even if it is for the good.

Video: Broken Rainbow – If you trust government you should watch this video

Do you trust government?   

Do you think Rand Paul was wrong when he said the civil rights act of 1964 theoretically goes too far when it bans discrimination in a private business?  If you do then you are substantively against private property rights.   Keep that in mind as you watch Broken Rainbow.  Had the Navaho and Hopi been treated according to the morality and legal philosophy of a libertarian they would have been compensated for their land.   Instead we played by the rules of the Neofeudalist class.   Since Navaho and Hopi did not have many votes to offer they were run over.   By not believing in private property and libertarianism you open the door to all manner of "sharp operators".  Many of whom end up in the United States Government.

Note when watching this video that the left romanticize primitive cultures and would have you believe several obviously false things.  They would have you believe had the native americans not been hoodwinked by actors in the U.S. Government and Peabody coal that they would have refused to allow mining on their land.  This is a tall assumption.   A more plausible reality is that the price paid by Peabody and company would have risen to market value and the Navaho and Hopi would have sold out sooner or later. 

The left sees opportunity in people treated shabbily.  However their eyes are always on making names for themselves or opening new territories in legal standing and representation.  This is not unlike opening wide open frontier land with little competition.  What would you expect? So many of them are lawyers.  If they do not see a chance for recovering on your claim you will get very little love from them.
