Steps taken by Luizom
Installed the following package. Originally installed with Brazilian Portuguese interface. Later installed with English interface and still worked to load / change language interface.

Notes
- It is a bit odd how the HandHeld software has to be "installed" rather than just having a file available for the DeskTop software to upload to the phone.
- When I tried to install the HandHeld software then run it the execution stalled and the software could not see the phone when it was attached to USB port. Subsequent restart fixed this issue
- HandHeld package has various languages available for upload to the phone. Not only portuguese.
- Stored on Green pen drive under blackberry. Need to up the upload size limit and modify security policies for types allowed
- Appears the second software ( TelCel ) is a device loader and it has the languages all by itself. Thus it may only be necessary to use it to load languages onto the phone
